A cell phone video taken last Thursday in Hialeah shows an out-of-the-ordinary confrontation between a retired Hialeah Police officer and a man planning on running for mayor of that city.
The video, obtained by NBC 6, was taken by aspiring mayoral candidate Juan Santana and shows ex-cop Glenn Rice recording Santana's home with his own cell phone camera and asking him "Are you fat?" Santana's voice appears on the video as well, responding, "Are you ugly?"
Santana sat down with NBC 6 Tuesday to talk about the bizarre cell phone camera duel. He said Rice just showed up at his house and started calling him names and that "this man is associated with Carlos Hernandez," referring to the current mayor of Hialeah. Though Rice lives in Miramar, he is regularly seen in Hialeah with the mayor.
Hernandez said in an interview at City Hall that he was out of town during the incident and hasn't seen the video. When asked if he sent Rice to Santana's home he said, "Absolutely not, why would I do that?"

The mayor did admit Rice is a friend but explained that he doesn't work for him.
"People do things I don't know about," Hernandez said.

Though Rice had lots to say to Santana, he refused an on-camera interview with NBC 6. He said off-camera that he still has ties to Hialeah and is interested in who is running for mayor.

Former Hialeah Mayor Raul Martinez, who ran against Hernandez in the last election, said he knows Rice well because he ran the city when Rice was a cop.
"I cannot understand why somebody with a relationship that he has with the mayor would go there and try to intimidate the individual because he says the guy wants to run for mayor," Martinez said.

Santana said Rice is not the only one who has harassed him lately. He said he has a video that shows a Hialeah Police officer removing the license plate from his parked vehicle, claiming it didn't have insurance.
