Neighbors say Fiallo was living in a garage that was turned into an efficiency at the home.
When police arrived they found Fiallo in the driveway and the two women lying on the ground next to the converted garage, the neighbors said.
The victims were identified as Delia M. Cuadrado and Elizabeth Ann Conly. Property records show they owned the home together.
An arrest report said Fiallo told police he was arguing with them over repairs to the plumbing and electricity when they got into a discussion about getting his deposit back and moving out.
Police are still investigating the shooting.
